Smt. Parvatibai Chowgule Cultural Foundations College of Arts and Science was founded in June 1962 by Chowgule Education Society.

The College has been undergoing significant changes. New courses, additional infrastructure and faculty development programmes are being undertaken.These efforts have been acknowledged by NAAC (National Assessment and Accreditation Council) by accrediting the college with four stars. The college has also been recognised as a Study Center for Distance Education by S.N.D.T. Woman's University, Mumbai. The performance of the College has been recognised at the National Level by the University Grants Commission and at the International Level by the Ford Foundation, U.S.A through award of special grants. The college has a spacious library and computer laboratory having more than 100 computer nodes and Internet connection ISDN line.

The Post Graduate Department of Computer Science of Smt.Parvatibai Chowgule College was the first to start Computer Education and Training at the University level in the State of Goa. The course that was introduced was P.G.D.C.A i.e. Postgraduate Diploma in Computer Applications. The aim of this course is to give students a sound background in theory and practice of Computer Applications.

The College happens to be first to introduce various courses in this field in the State of Goa. From the academic year 1991-92 B.Sc. in Computer Science was introduced. In the year 2003 the College started two Postgraduate degree courses namely M.Sc. in Information Technology and M.A in Geography.
